2012 Euro COTY nominees

The original thirty-five candidates for the 2012 European Car of the Year award have been whittled down to a list of seven nominees, following a first round of voting.

2012 European Car of the Year Nominees
Manufacturer Model
Citroën DS5
Fiat Panda
Ford Focus
Range Rover Evoque
Toyota Yaris
Vauxhall / Opel / Chevrolet Ampera / Volt
Volkswagen Up!

Given that there have been some dubious winners in the past (the Simca / Chrysler Horizon in 1979 and Fiat Bravo / Brava in 1996 are obvious examples), it’s good to see that the jury has decided on a strong group of finalists.

Perhaps the one exception is the Toyota Yaris, which really doesn’t deserve to triumph over any of the other six contenders. Arguably, the Citroën DS4 or even the Porsche 911 ought to have taken the Toyota’s place instead.

A second ballot will now take place to determine the overall winner, and the result will be revealed on 5 March 2012 at the Geneva Motor Show.

And which model should be named 2012 European Car of the Year? Either the Citroën DS5 or Range Rover Evoque.

Three-NHTSA-star Fiat 500

The North American-specification Fiat 500 has not done particularly well in its National Highway Traffic Safety Administration (NHTSA) crash tests, being awarded just three out of a possible five stars.

Although respectable four-star grades were achieved for both the rollover and 35 mph frontal impact tests, the Fiat’s overall mark was pulled down by a two-star side crash rating.

However, it’s important to note that that was primarily due to a poor rear-seat occupant score in the side barrier impact assessment. By contrast, the car’s ability to protect front-seat occupants in the same test was deemed good enough to earn it five stars. Three stars were awarded for the side pole impact evaluation.

With full NHTSA appraisals for models such as the Mini Cooper and Smart fortwo still to be published, it’s too early to gauge how safe the Fiat 500 is compared to its competition.

Fiat 500 Nation America

Special versions of the Fiat 500 come along on a regular basis, and the trend is set to continue. That’s because the latest plan is a series of 500 Nation Limited Editions to commemorate the countries in which the city car is sold.

First off is the 500 Nation America Limited Edition. Celebrating the United States, 500 hatchback and 500 convertible examples are going to be built.

The hatch gets exclusive America Blue paintwork, 16” alloy wheels with a red rim edge, bodyside graphics and ‘Stars and Stripes’ door mirror caps. On the inside, the seats feature red and ivory upholstery, while the dashboard is finished in white.

A similar treatment is applied to the convertible, except it comes in three-layer white paint with a red roof, and the wheels have a blue rim edge.

Both versions also include a badge on the pillar that displays the car’s build number. The price for the hatch is €14,500, while the convertible costs €18,000.

North American 500 Abarth

The North American-spec Fiat 500 Abarth is to debut at the L.A. Auto Show, which opens to the public on the 18th of November.

Fiat 500 Abarth (2012 North American Spec) Front Side

With uprated suspension and braking systems, it’s being aimed squarely at enthusiasts and track-day fans. Like the rest of the North American Fiat 500 range, power will come from a 1.4 litre MultiAir engine, but the Abarth gets the added benefit of a turbocharger.

Power and torque figures have yet to be released, but expect them to be on a par with the European Abarth 500, which gets 133 bhp (99 kW / 135 PS) and 206 Nm (151 lb/ft) from its less efficient 1.4 ‘Fire’ turbo engine.

Fiat 500 Abarth (2012 North American Spec) Rear Side

The 2012 Fiat 500 Abarth will certainly occupy its own - perhaps very small - niche in the U.S. and Canada. Indeed, Fiat is already saying that it’s going to be a limited production model for those markets.

2012 Fiat 500 Pink Ribbon

Fiat North America has got together with The Breast Cancer Research Foundation to produce the 500 Pink Ribbon limited edition.

Just 250 examples will be available from October, which is Breast Cancer Awareness Month. Fiat is donating $1,000 to BCRF for each one sold, and it has promised a minimum contribution of $50,000 in the unlikely event that the sales target isn’t achieved.

Fiat 500 Pink Ribbon (2012) Rear Side

Based on the 500 Lounge, the Pink Ribbon comes in Argento or Bianco (silver or white) paintwork with a dark pink side stripe that features the ‘500’ logo and a light pink ribbon motif.

On the inside, the seats are covered in Nero black leather with contrasting pink stitching, as is the steering wheel. As a finishing touch, the floor mats have a pink ribbon embroidered into them.

Myra J. Biblowit, BCRF President, said: “At The Breast Cancer Research Foundation, we are constantly looking for ways to further breast cancer awareness during Breast Cancer Awareness Month and beyond.

“The partnership with Fiat is especially exciting as it allows breast cancer supporters to literally drive awareness for the cause year round. We are extremely appreciative of Fiat’s collaboration in this effort as the brand’s contributions will help fund innovative research that will advance the fight against breast cancer worldwide.”

Third generation Fiat Panda

Since the arrival of the über-trendy Fiat 500 in 2007, the closely-related Panda has been somewhat overshadowed. Yet understandably many people still prefer the Panda, due mainly to its affordability, five-door practicality and unassuming nature.

Perhaps that view will become even more widespread with the arrival of the all-new Panda, which debuts at this month’s Frankfurt Motor Show.

Fiat Panda (2012) Side

Although still unmistakeably a Panda, it’s a little larger than its predecessor: length is up from 354 to 365 cm (11’11”), width increases from 158 to 164 cm (5’4”), and height rises slightly from 154 to 155 cm (5’1”). The benefit is extra cabin space, and it’s claimed that the new baby Fiat is a full five-seat car.

The interior also promises more flexibility. As well as being split, the rear bench now also slides, while the front passenger seat folds forward to form a table. The dashboard design incorporates a large storage pocket, a feature that harks back to the original 1980 Panda.

Fiat Panda (2012) Dashboard

Fiat Panda (2012) Interior

Leading the engine line-up is a pair of 0.9 litre TwinAir two-cylinder petrol motors. Buyers will be able to opt for either a 64 bhp (47 kW / 65 PS) normally-aspirated version, or one with a turbocharger that produces 83 bhp (62 kW / 85 PS).

The other choices are a 68 bhp (50 kW / 69 PS) 1.2 litre Fire four-cylinder petrol engine, plus a 73 bhp (55 kW / 75 PS) 1.3 litre MultiJet 2 turbodiesel. Performance, economy and emissions figures have all yet to be released.

Later on, two dual-fuel engines will be added to the range. The TwinAir Turbo Natural Power runs on petrol or methane, and it’s expected to produce 78 bhp (58 kW / 80 PS). Alternatively, the 68 bhp (50 kW / 69 PS) 1.2 EasyPower can use petrol or LPG, but neither of these are expected to make it to the UK or Ireland.

Fiat Panda (2012) Front Side

Fiat Panda (2012) Rear Side

At launch, all Pandas will be front-wheel drive but, in keeping with a tradition established by the two previous generations, it’s intended that an all-wheel drive version will follow soon after.

UK sales of the new Fiat Panda are due to begin next spring. Prices are still to be confirmed.

Fiat Doblò Work Up

Fiat has introduced the Fiat Doblò Work Up. It’s a unique addition to the UK light commercial vehicle market, because the Work Up is a small van-derived drop-side truck.

In place of the usual van bodywork is a 2.30 m (7’ 6”) by 1.82 m (5’ 11”) cargo box that can carry payloads of up to 1,000 kg (2,204 lbs). Constructed from aluminium alloy sides with an anti-slip wooden floor, it conceals a secure storage compartment beneath and comes complete with a ladder rack, restraining hooks and a protective grille over the cab’s rear window.

Fiat Doblò Work Up (2011) Front Side

Two Euro 5 compliant MultiJet turbodiesel engines are available, both of which feature a particulate filter and start-stop system.

Likely to be the more popular is a 1.3 litre unit that develops 88 bhp (66 kW / 90 PS) and achieves 55.4 mpg (5.1 l/100km) on the combined cycle. CO2 emissions are a low 133 g/km, and prices start at £16,065.

The alternative for those wanting a bit more power is a 103 bhp (77 kW / 105 PS) 1.6 litre motor, which costs an extra £1,000. Despite the larger capacity, it still achieves a very reasonable 49.6 mpg (5.7 l/100km) while producing 150 g/km of CO2.

It’s expected that the Doblò Work Up will be very much a niche product, although Fiat reckons it should be particularly suited to users in the maintenance, construction and agriculture sectors.

Francesco Russiello, Marketing Product Manager for Fiat Professional, said: “The new Doblò Work Up is the latest evolution of a model designed to be top of its class in terms of performance and functional characteristics, its capability and ease of loading.

“Its low running costs, low fuel consumption with reduced operating costs, and equipment levels all combine with safety and comfort, to make this a commercial vehicle well worth consideration.”

2012 Vauxhall Opel Combo

The new 2012 Combo van might look rather familiar, as it’s essentially a rebadged Fiat Doblò.

Not that that’s a bad choice of vehicle to use as a basis, though. The Turkish-built Doblò won the 2011 International Van of the Year award, and two wheelbases and two roof heights mean it’ll offer more versatility than the previous generation Combo.

Opel Combo (2012) Front Side 1

Vauxhall is only going to be offering UK buyers the panel van, which has up to either 3,800 or 4,600 litres of cargo space, depending on body size.

Opel customers across the rest of Europe will also be able to choose a passenger carrying version, with a glazed body and five or seven seats. Available in Essentia, Enjoy or Cosmo specification, its spec sheet will include a few extra luxuries such as rear electric windows, remote central locking and front side airbags.

Opel Combo (2012) Front Side 2

Unsurprisingly, the engine line-up is pretty much the same as that found in the Fiat Doblò. The Vauxhall Combo will be exclusively diesel-powered, with a pick of 1.3 litre (88 bhp / 66 kW / 90 PS), 1.6 litre (88 bhp / 66 kW / 90 PS), 1.6 litre (103 bhp / 77 kW / 105 PS) or 2.0 litre (133 bhp / 99 kW / 135 PS) capacities.

Additionally, Opel is to offer a 93 bhp (70 kW / 95 PS) 1.4 litre petrol, plus a 118 bhp (88 kW / 120 PS) motor that runs on compressed natural gas.

Sales of the new Combo are due to start in February 2012. Prices have yet to be announced.

Fiat 500 TwinAir models

Fiat has decided to make the 500 TwinAir a model in its own right. The eponymous award winning two-cylinder engine continues to be available in other versions of the 500, but this latest move should help to raise the profile of this technologically advanced powertrain.

Although the TwinAir motor only has a capacity of 875 cc, MultiAir valve gear plus a turbocharger result in a power output of 83 bhp (62 kW / 85 PS). That’s good enough for a 0-62 mph (100 km/h) time of 11 seconds and a top speed of 108 mph (173 km/h).

Very respectable performance, but the TwinAir’s real forte is efficiency. Combined fuel consumption is an impressive 68.9 mpg (4.1 l/100km), while CO2 emissions are just 95 g/km.

Fiat 500 TwinAir (2011) Front SideFiat 500 TwinAir (2011) Interior

The new 500 TwinAir model is distinguished by matt black 15” alloy wheels, a rear spoiler, sports seats, a chrome exhaust and a burnished metal finish for the dashboard. Its price in the UK has been confirmed at £11,600 on the road.

Alternatively, for an extra £1,100, Fiat is offering the TwinAir Plus. Its additional specification comprises an increase in wheel size to 16”, the Blue&Me system (which includes Bluetooth, USB connectivity and an aux-in socket), body-coloured door mirror housings, automatic climate control, dark tinted windows and a leather-covered gear knob and sports steering wheel.

Top 10: Low insurance cars

For many prospective buyers in today’s market, the question of which new cars are cheapest to insure is a critical one.

In the UK, finding the answer is made easier because all models are placed at launch into one of fifty advisory groups, with the idea being that cars in Group 1 should attract the lowest premiums, and those in Group 50 the highest.

Deciding which vehicles go into each group falls to the Association of British Insurers, working with the Motor Insurance Repair Research Centre at Thatcham. The allocation process takes into account things like parts costs, repair times, performance and security.

Unfortunately, there aren’t too many new cars that fall into Group 1 or Group 2. In fact, the total number is ten, and here they are listed alphabetically by manufacturer:

Chevrolet Spark 1.0  (Group 1E)

At £7,215 on the road, the base Spark is one of the cheapest cars on sale in the UK. That’s enough to buy eye-catching styling and a five-door body, with little else besides. Customers wanting electric windows, central locking, air conditioning or an audio system have to look higher up the Spark range, but more kit means a higher insurance group.

Chevrolet Spark (2011) Front Side

The Chevrolet’s four cylinder, one litre engine produces 67 bhp (50 kW / 68 PS) and 93 Nm (68 lb/ft) of torque, giving a top speed of 96 mph (154 km/h). Average fuel consumption is a reasonable 55.4 mpg (5.1 l/100km).

Image © GM Corp.

Citroën C1 1.0 VT  (Group 2E)

Unlike anything from the closely related Peugeot 107 and Toyota Aygo line-ups, a Citroën C1 makes it into Group 2. However, the downside is that it’s the basic VT spec, so owners miss out on niceties such as electric windows and air conditioning.

Citroen C1 (2009) Front Side

Max power from the three cylinder engine is 67 bhp (50 kW / 68 PS), which is enough to propel the C1 from zero to 62 mph (100 km/h) in 13.3 seconds. Such brisk performance doesn’t come at the expense of efficiency though, as it’ll average 62.8 mpg (4.5 l/100km) with CO2 emissions of just 103 g/km. Prices are £8,695 for the three-door, or £9,045 for the five-door.

Fiat Qubo Active 1.4  (Group 2E)

Possibly the biggest (literally) surprise amongst all the models here is the Qubo, a van-derived mini MPV. The Fiat’s looks may divide opinion, but there’s no doubting that at £10,705 on the road it’s a lot of metal for the money. Equipment levels are fairly generous too, with the Blue&Me Bluetooth / USB connectivity system and four airbags coming as standard with the basic Active trim grade.

Fiat Qubo Active (2009) Front Side

Although it has a 1.4 petrol engine, it’s by no means a performance car. 0-62 mph (100 km/h) takes a lethargic 16.2 seconds, while the claimed top speed is 97 mph (156 km/h). Combined cycle fuel consumption of 42.2 mpg (6.7 l/100km) is reasonably good, given the Qubo’s relative bulk.

Nissan Pixo Visia 1.0  (Group 2E)

Nissan recently reduced the price of the Pixo Visia from £7,350 to £6,995, thereby undercutting the Chevrolet Spark. Predictably for that amount of money the windows have to be wound up and down manually, the doors locked individually and there are only two airbags. At least the Visia gets a CD player, though.

Nissan Pixo (2011) Rear Side

The Pixo’s 996 cc three cylinder engine generates 67 bhp (50 kW / 68 PS), and it’ll achieve a very impressive 64.2 mpg (4.4 l/100km) while emitting 103 g/km of CO2.

Nissan Pixo Acenta 1.0  (Group 2E)

The £8,100 Acenta trim grade has only just been dropped from the Nissan price list, effectively replaced by the n-tec version which falls into a higher insurance group. However, there might be some Acenta models still at dealers awaiting buyers.

Toyota Yaris T2 1.0 VVT-i  (Group 2E)

Surprisingly, the entry-level Yaris falls into a lower insurance group than the smaller Aygo. Air conditioning and extra airbags are absent from the T2 version, but it does get electric windows, electrically adjustable door mirrors and a four-speaker stereo with steering wheel mounted controls.

Toyota Yaris (2009) Front Side

Power comes from a three cylinder, one litre engine producing 68 bhp (51 kW / 69 PS), which is not a lot for a supermini. Consequently, it’s no great surprise that the 0-62 mph (100 km/h) sprint takes a sluggish 15.7 seconds, but the compensation is decent average fuel consumption of 55.4 mpg (5.1 l/100km). The Yaris T2 is priced at £10,730 in three-door form, with the five-door costing £500 more.

Vauxhall Corsa Expression 1.0 ecoFlex  (Group 2E)

Costing £9,995 and only available as a three-door, as expected the standard equipment list for the Corsa Expression is sparse.

In common with many of the cars listed here, under the bonnet lurks a one litre, three cylinder engine. With an output of 64 bhp (48 kW / 65 PS), it’ll do 56.5 mpg (5.0 l/100km) with CO2 emissions of 117 g/km.

Vauxhall Corsa S 1.0 ecoFlex  (Group 2E)

Mechanically the same as the Expression, the slightly posher ‘S’ gets electric front windows and remote central locking, but there’s still no air conditioning.

Vauxhall Corsa 5-Door (2011) Rear Side

It costs £11,625 on the road for the three-door, although the ‘Vauxhall Internet Price’ is currently £9,895, which actually makes the lead-in Expression superfluous. For more practicality, the five-door retails at £12,050 (with a ‘Vauxhall Internet Price’ of £10,730).

Image © GM Corp.

Volkswagen Fox 1.2  (Group 1E)

The trump card for Volkswagen’s Brazilian-built entry level model is plenty of cabin space, thanks to a body that’s taller than a Polo’s and almost as wide. Interior trim quality and equipment levels might not be up to Phaeton standards, but then the Fox does currently cost just £7,295 on the road.

Volkswagen Fox (2011) Side

A recently reworked 1.2 litre engine provides 59 bhp (44 kW / 60 PS) and a useful 108 Nm (80 lb/ft) of torque, but the Fox tops out at 95 mph (152 km/h). Fuel consumption of 48.7 mpg (5.8 l/100km) isn’t outstanding against the competition, and CO2 emissions of 136g/km are disappointing.

Volkswagen Urban Fox 1.2  (Group 1E)

Sharing its engine with the basic Fox, the Urban version is differentiated by having some extra goodies. These include electric windows, remote central locking, a split folding rear seat and body coloured bumpers. The retail price for the Urban Fox is £8,030.

Fiat 500 by Gucci

Fashion label fans are probably going to be very excited about the 500 by Gucci, which is yet another special edition based on Fiat’s still-trendy city car.

Initially available only via a dedicated Fiat website, buyers will have a choice of either black or white paintwork that’s complemented by trademark green and red Gucci stripes, contrasting 16” wheels with diamanté embellishments and the obligatory Gucci badges.

Fiat 500 by Gucci (2011) Front SideFiat 500 by Gucci (2011) Interior 1

Fiat 500 by Gucci (2011) Interior 2Fiat 500 by Gucci (2011) Rear Side

The interior gets two-tone Frau leather trimmed seats, a velvet effect paint treatment for the dashboard and seatbelts that repeat the Gucci stripe theme.

In the UK, the 500 by Gucci will cost either £14,565 with a 1.2 litre petrol engine, or £15,765 with the faster and more economical 0.9 litre TwinAir.

That means both versions are more expensive than the desirable £14,155 Abarth 500, but the Gucci is undoubtedly aimed at a very different market.

North American Fiat 500C

Fiat has unveiled the 2012 North American-spec 500 Cabrio at the New York International Auto Show.

Fiat 500C (2012 North American Spec) Front Side

Distinguishing the 500C is its powered dual-layer cloth roof that features a glass rear window and a spoiler with built-in central brake light. Retractable to multiple positions, it can even be folded fully back while driving at speeds of up to 50 mph (80 km/h).

Fiat describes the interior of the 500C as ‘airy and roomy’, although that probably depends on how many people are sat inside at the time, and the size of those people. Claimed interior space is 76.2 cubic feet (2,157 litres), while the luggage compartment is 5.4 cubic feet (152 litres).

Perhaps to distract from the its petite size, Fiat is offering a myriad of colour permutations that allow 500C owners to create a potentially unique car. There are fourteen paint finishes, three roof colours, two interior colour themes and twelve seat colour and material combinations for them to choose from.

Fiat 500C (2012 North American Spec) Rear Side 1Fiat 500C (2012 North American Spec) Rear Side 2
Fiat 500C (2012 North American Spec) Rear Side 3Fiat 500C (2012 North American Spec) Rear Side 4

Like the hatchback, only one engine is available for the 500C: a 101 bhp (75 kW / 102 PS) 1.4 litre unit that produces 133 Nm (98 lb/ft) of torque.

Thanks to MultiAir valve gear technology, it allows the 500C to achieve reasonable EPA ratings of 30 mpg US (36.0 mpg UK / 7.8 l/100km) for City and 38 mpg US (45.6 mpg UK / 6.2 l/100km) for Highway when paired to the five-speed manual transmission. Alternatively, there’s a six-speed automatic for those not keen on changing gear themselves.

Fiat is offering two trim levels for its new convertible. The entry-level 500C Pop includes the five-speed manual gearbox, Bluetooth telephone connectivity, air conditioning, heated powered door mirrors, tyre pressure monitoring, seven air bags and a trip computer. But, rather meanly, it only gets 15” steel wheels.

The premium 500C Lounge comes with the six-speed automatic transmission plus Sirius Satellite Radio, automatic climate control, Bose audio system with six speakers, chrome door mirror caps, security alarm and 15” aluminium wheels.

Just because the 500C is small, it doesn’t mean it’s cheap. When sales start in late spring, the Pop will have an MSRP of $19,500 and the Lounge is going to cost $23,500.

To put those amounts into perspective, sister brand Chrysler sells the 200 Touring Convertible at an MSRP of $26,445. It may not be as chic as the Fiat, but it’s much larger, more practical and its EPA Highway fuel economy of 31 mpg US (37.2 mpg UK / 7.6 l/100km) isn’t too bad.

Top 10: Efficient petrol cars

The one pence reduction in fuel duty announced in today’s UK Budget won’t be enough to stop lots of car buyers searching out the most fuel efficient offerings.

For many, that will automatically mean a diesel or a hybrid, simply because those technologies deliver the best miles per gallon. But that doesn’t necessarily mean that those types of car will appeal to everyone.

For starters, they tend to cost more, which is enough to put off some. Combine that with the higher price of diesel, and it often means that mega miles have to be driven before the extra initial outlay is offset by better fuel economy.

So, for some drivers it will still make financial sense to go for a petrol-powered car. According to the Vehicle Certification Agency, these are the ten models currently on sale that use the least petrol (based on the combined cycle measure).

Fiat 500 & 500C TwinAir (2011)
Most fuel efficient petrol-powered car: The Fiat 500 / 500C TwinAir with Dualogic transmission.

The good news is that all will better 60 mpg (4.7 l/100km), and all except the Suzuki and Nissan emit 100 g/km or less of CO2, qualifying them for zero road tax and exemption from the London Congestion Charge.

However, as would be expected, every one is a small city car which somewhat limits their practicality.

Fiat Freemont unveiled

Following December’s announcement that the revised 2011 Dodge Journey would be rebadged as a Fiat for European markets, the first details of the new Freemont MPV have now been released.

Visually, the result is just a Journey with some Fiat badges stuck on, with no attempt at a redesign apart from revised bumper valances. There’s even what looks like the remnants of Dodge’s trademark crosshairs grille up front.

Not that that matters, of course, because the two vehicles will never be sold alongside each other. It helps that the Journey isn’t a bad looking thing to start with and, importantly for Fiat, the conversion method used is simple, quick and cheap.

The Freemont will only be offered in two trim levels, with both featuring keyless entry, triple-zone automatic climate control, tyre pressure monitoring, cruise control, trip computer, fog lights and a touch-screen radio with colour screen and steering wheel controls.

Seven seats will be standard too, although the third row can be folded down below floor level when not in use.

Customers going for the higher spec model will also get Bluetooth telephone connectivity, 17” alloy wheels, electric fold-in door mirrors, roof bars, darkened rear windows, automatic headlights, rear parking sensors and a better radio with a larger screen, SD card reader and DVD compatibility.

As expected, the engine line-up will be mainly diesel powered. When sales begin during the second half of 2011, buyers will be able to choose from either a 138 bhp (102 kW / 140 PS) or 167 bhp (125 kW / 170 PS) MultiJet turbo diesel motor. Both are 2.0 litre units which will be combined with a manual gearbox to drive the front wheels.

It’s planned that all-wheel drive versions with standard automatic transmission will become available later. These will have either the 167 bhp MultiJet engine or Chrysler’s 272 bhp (202 kW / 276 PS) 3.6 litre Pentastar petrol V6.

Unfortunately, no performance, economy or emissions figures for the Freemont have been published. Likewise, Fiat has yet to confirm prices.

Zero Congestion Charge

In a rare piece of good news for motorists, the beginning of 2011 saw a change to the London Congestion Charge that could see some drivers now (legally) avoiding the fee altogether.

The new Greener Vehicle Discount, which replaces the Alternative Fuel Discount, means that more cars will potentially qualify for 100% off the daily charge.

Naturally, there are a couple of caveats that come attached with this generous gesture from Transport for London.

The first is that the vehicle needs to be ‘green’. More precisely, it should be Euro 5 emissions compliant and produce 100 grams of CO2 per kilometre or less.

Secondly, if you already own such an eco-friendly machine, don’t presume that you can just swan about in central London and not worry about the Congestion Charge. To receive the Greener Vehicle Discount, a car must first be registered with Transport for London, and that involves a £10 annual payment.

So, what cars will qualify for the Greener Vehicle Discount? According to the Vehicle Certification Agency, the models that currently meet the criteria are:

NB: Electric and plug-in hybrid cars aren’t eligible for the Greener Vehicle Discount - they have their own discount scheme.

It’s worth bearing in mind that Transport for London has committed to review the Greener Vehicle Discount in the future, so that eventually only vehicles emitting 80 g/km or less qualify. This tweak will be introduced ‘when the time is right’, but the first reassessment of the discount has been confirmed for 2012.

And finally, the area covered by the Congestion Charge is now much smaller, following the scrapping of the Western Extension zone on 4th January 2011:

Top 10: Cheapest new cars

With the increase in the rate of UK Value Added Tax from 17.5% to 20% on 4th January, the media has been trying to paint a picture of doom and gloom for the car industry.

But for anyone still looking to buy a brand new car without paying lots of extra tax, these are the ten cheapest model ranges currently available in the UK. Of course, for the same money, there will probably be plenty of better used cars available...

1. Chevrolet Spark £7,215 - £10,485

Modern with distinctive looks, the Spark benefits from the Chevrolet 5 Year Promise which includes warranty, servicing, roadside assistance, annual vehicle checks and MOT warranty for - no prizes for guessing - five years.

On the downside, the basic £7,215 Spark does without niceties such as central locking and air conditioning. There’s no radio either, and the windows have to be wound up and down manually.

2. Nissan Pixo £7,350 - £9,450

The Pixo is essentially a re-badged Suzuki Alto, and is built alongside it in India by Maruti Suzuki.

Those buyers looking for remote central locking, side airbags, electric front windows and split folding rear seats will have to go for the mid-range Acenta trim level, which costs £8,100. None of those items are included with the entry-level Visia specification.

3. Kia Picanto £7,370 - £9,100

In basic Picanto ‘1’ guise, there’s vinyl and cloth trim and no air conditioning, but at least electric front windows are standard.

As an incentive to buy, Kia has cut prices across the Picanto range until the end of January 2011. Consequently, the Picanto ‘1’ is currently reduced to £6,670, while the more generously equipped Picanto ‘2’ has dropped from £8,595 to £8,095. However, it’s worth bearing in mind that a second generation Picanto has just been announced, so expect the current model to be replaced later this year.

4. Volkswagen Fox £7,615 - £8,525

A new Volkswagen for under £8,000? Then it’ll have to be the Brazilian-built Fox, although in Europe it’s only available in three-door form.

The 54 bhp (40 kW / 55 PS) 1.2 litre petrol engine found in the £7,615 Fox has been phased out, because it’s not compliant with Euro 5 emissions standards. Cars in that spec might still be available from dealer stock, but any new factory orders will come with a reworked 1.2 motor that produces 59 bhp (44 kW / 60 PS). Unfortunately, the change pushes up the entry price slightly to £7,790 but, as a sweetener, until the end of March 2011 Volkswagen is offering three years’ fixed priced servicing for £299.

5. Hyundai i10 £7,890 - £9,040

Even the basic i10, the Classic, comes with a generous list of equipment: air conditioning, electric front windows, radio / CD player with four speakers, 60/40 split rear seats, central locking and front side airbags are all standard. What’s more, there’s a five year warranty to complete the package.

Power comes from a 76 bhp (57 kW / 77 PS) 1.2 litre petrol engine with a five-speed gearbox. Performance is respectably brisk, with 0-62 mph (100 km/h) acceleration taking 12.8 seconds and a top speed of 102 mph (164 km/h).

6. Fiat Panda £7,960 - £13,975

The top end of the Panda range is now rather decimated, because the more expensive variants - including the 100 HP, 4x4 and 4x4 Cross - aren’t Euro 5 compliant. Lesser models have been affected too, with the lead-in £7,960 Panda 1.1 Active Eco also only conforming to Euro 4. That means that Fiat has to get rid of any unsold stock fast, so it has reduced the price down to £6,295 until the end of March 2011.

Effectively replacing the 1.1 Active Eco is the 1.2 Active, which meets Euro 5 standards but costs £8,155. The slightly bigger engine does have its benefits, though. Power is up 25% from 53 bhp (40 kW / 54 PS) to 68 bhp (50 kW / 69 PS), allowing the Panda to top 100 mph (160 km/h), yet combined cycle fuel economy actually improves from 56.5 mpg (5.0 l/100km) to 57.6 mpg (4.9 l/100km).

7. Proton Savvy £7,995 - £8,695

There’s really just one Savvy model on offer, the only choice being between manual or automated manual transmissions, but it’s well equipped. Electric front windows, air conditioning and a four-speaker stereo are all included, as are 15” alloy wheels, remote central locking and reverse parking sensors.

One drawback though is relatively high CO2 emissions from the 73 bhp (55 kW / 75 PS) 1.2 litre engine. 134 g/km means that UK owners will have to hand over £110 each year for road tax, whereas Pixo and Alto drivers, for example, would pay £20.

8. Perodua Myvi £7,999 - £9,399

With the disappearance of the Kenari from the Perodua price list, the Myvi becomes the only model in the manufacturer’s UK line-up. Based on the Daihatsu Sirion / Boon and Toyota Passo, the Myvi comes with a three year warranty, but service intervals are only 10,000 miles.

Perodua is currently knocking off £1,000 from the prices of all its cars until the end of March 2011, which brings the entry-level SXI down to £6,999.

9. Suzuki Alto £8,345 - £9,760

Prices for the Alto have increased dramatically in recent months but, to compensate, Suzuki is offering the Alto SZ3 and SZ4 derivatives ‘VAT free’ until the end of March 2011. That useful discount brings the cost of the cheaper SZ3 down to £6,953.

Like the Pixo, all versions are powered by a 67 bhp (50 kW / 68 PS) three-cylinder petrol engine that produces 103 g/km of CO2 - so near yet so far from the 100 g/km target that would have made both models exempt from the London Congestion Charge.

10. Toyota Aygo £8,485 - £11,115

One reason for choosing the Aygo over the basically identical Peugeot 107 and Citroën C1 is the Toyota’s lower entry price. £8,485 is enough for the basic three-door version, with another £355 needed for the five-door.

However, with that entry-level spec, there’s no air conditioning, central locking or electric windows although, like every Aygo, it does benefit from a five year warranty.

As a footnote, the Daihatsu Sirion might have made it onto the list. However, the company hasn’t updated its prices since last April and this notice on the Daihatsu website probably explains why:

“Due to the current weakness of the Pound against the Japanese Yen it has not been possible to order cars from our factory. As a result, some models are now in very short supply. We are sorry if you are unable to find the exact colour and specification of the car you want, however your dealer will be able to advise you on the availability of stock across the UK.”
